Deadline for registration of coaching institutes extended

PATNA: Though Bihar is the first state in the country to enact laws for regulating private coaching institutes, which made registration of institutes mandatory, many of them are yet to fall in line.

Though the Patna district administration extended two times the deadline for submitting the registration forms, till date, only 265 institutes have got themselves registered. “We have now extended the time limit till the first week of September and those who fail to submit their forms will invite penal action,” said Patna district magistrate Jeetendra Kumar Sinha.

It may be mentioned here that all the coaching institutes in the state capital were directed to get themselves registered by May 28 itself. But since very few came forward, the date was extended to July 15.

According to HRD sources, several hundred coaching institutes are running in Patna district alone but when it comes to completing the formality of registration, only a handful of them come forward.

The district administration has now entrusted the officers-in-charge (OCs) of the respective police stations with the responsibility to submit the list of institutes running in their areas. Once the OCs submit the list, a team will visit the institutes to verify their credentials, the DM said.

If any institute is caught running without registration, initially, a fine of Rs 25,000 will be imposed on it. However, if it continues to avoid the registration, then a fine of Rs 1,00,000 will be imposed on it.

The state government had introduced the Bihar Coaching Institute (control and regulation) Bill, 2010, which was passed by the state assembly, in the wake of violent protests by students who charged the coaching institutes with duping them.

According to state HRD minister Hari Narayan Singh, it would be mandatory for all the coaching institutes to register themselves and get the registration renewed after every three years.

The coaching institutes are required to provide to students a prospectus with course structure and fee structure, besides qualification and experience of teachers. “But anyone teaching less than 10 students would not come under its purview,” he said.

In fact, the institutes are required to submit these details along with their registration forms. Once the form is submitted, a scrutiny will be done by a team following which a certificate of registration will be given to the institute concerned within 30 days, sources in the district administration said.
