Complaint filed against IGIMS director, others

PATNA: A complaint petition has been filed in the court of chief judicial magistrate (CJM), Patna, by one Ramchandra Prasad alleging that the IGIMS director, IGIMS security officer, Shastrinagar police station in-charge SHO, IO and five constables entered his house with an intention to commit dacoity and assault him.

IGIMS director Dr Arun Kumar said that the state government had acquired 130 acres of land for setting up an agriculture research centre in 1958. He said that in 1983, the state government decided to set up IGIMS on the said piece of land and the IGIMS subsequently came into existence. The state government also provided grant to construct a boundary wall there, he added.

Kumar said that Ramchandra Prasad, a local resident, had initially encroached nine decimal of IGIMS land with the active connivance of some employees near the Dharamshala of the hospital. “Later, with the backing of some builders, he encroached upon some more land,” he said.

The IGIMS director said that the Patna high court had directed the IGIMS authorities to approach the Patna DM for freeing the encroached IGIMS land. He said that as per the directive of the Patna high court, he filed a petition with the Patna DM office which was later transferred to the Patna circle officer for action.”On seeing the IGIMS authorities making a move to get the encroached land vacated, Ramchandra tried to encroach some more land,” the director alleged and added that on last Sunday, Ramchandra started some work on the encroached piece of land.

The IGIMS director said that he immediately informed the City SP, Patna, and the Shastrinagar police station. The local police reached the spot and immediately stopped the work and forwarded a petition to the Patna SDO to clamp Section 144, which the SDO okayed.

The director said that on May 25, 2010, Ramchandra filed a complaint petition in the CJM court.

Patna circle officer Maqsood Ansari said that a matter related to land encroachment is pending in his court. He said that there is only one amin and he is engaged in measuring land at NMCH. “Once he completes his work at NMCH, he would be pressed at IGIMS for land measurement,” he added.

Sources in the Shastrinagar police station said that the police are yet to receive any directive from the local court.
